Wrocław University of Science and Technology and the Municipality of Wrocław have signed an agreement on cooperation in the field of artificial intelligence. The new AI tools are intended to support the work of public officials and facilitate the delivery of services to residents and tourists.

The agreement was signed by Prof. Arkadiusz Wójs, Rector of Wrocław University of Science and Technology, and Jakub Mazur, Deputy Mayor of Wrocław and Chairman of the WIT Advisory Board. Also present at the meeting was Dr. Jan Kocoń, who represented our Faculty, the Department of Artificial Intelligence and the CLARIN project.

– Artificial intelligence is the highest research priority at our university. The Faculty of Information and Communication Technology established by us is the largest unit of this type in Poland, educating nearly 5,000 students and having the largest number of doctoral students and AI publications – said Prof. Arkadiusz Wójs. – The University also has one of the world's most powerful supercomputers and carries out many strategic projects related to AI development, such as CLARIN and PLLuM. Our activities also fit perfectly into the dynamic technological development of the city and the region, in which we actively participate – he added.

The cooperation will focus on joint research and development projects and technological implementations in the field of natural language processing, the design, development and implementation of bots and dialogue systems, the application of AI methods in solutions supporting the implementation of the Municipality of Wrocław's tasks, the development, evaluation and implementation of language models, as well as the creation, use and evaluation of datasets.

– We want to make use of the synergy between science and local government and to put the technologies developed at the university into practical use. The city's ambition is to use a language model to create solutions that will find direct application in serving residents – said Jakub Mazur. – Our cooperation is natural because the development of information technologies in Wrocław is based on a strong academic foundation. The strong position of Wrocław University of Science and Technology attracts talent, researchers and business to our city, allowing Wrocław to develop very dynamically – he added.

Support for administration

Wrocław University of Science and Technology is currently carrying out major projects in the field of artificial intelligence, including CLARIN-PL and CLARIN-PL-Biz-bis, as well as research related to the further development of the Polish language model family PLLuM. They are being developed by researchers from the Department of Artificial Intelligence at our Faculty.

As part of the signed agreement, a knowledge assistant for public officials is planned. Operating through dialogue in natural language, this tool will provide municipal employees with fast access to information contained in source document databases, thereby improving the resolution of administrative issues. The solution is intended to be secure – prototypes will be hosted within the municipality's infrastructure or on the University's servers.

Support for tourism

The second area of cooperation will be the creation of an intelligent tourist assistant, which will be developed as part of the European LLMs4EU project. The system, using dedicated versions of the PLLuM model, will draw knowledge from open and municipal resources to help tourists plan activities and navigate Wrocław.

The agreement also provides for cooperation in the fields of education, the organisation of student internships, teaching activities and the promotion of digital solutions.
